CEBP Course
The Certified Employee Benefits Professional (CEBP) Program is a new program that has been designed for people who work for small and large employers to better understand the complexity of the group employee benefit plans and the requirements by the government for communication and documentation. The program outline consists of 5 courses which are instrumental to helping the student learn what it takes to do the following:
  • Make cost effective plan design decisions
  • Create effective communication materials for employees
  • Manage plan documents and recordkeeping procedures
  • Plan implemenation
  • Government reporting requirements
1) Insurance Plan Designs and Communication: This course will teach you the different forms of insurance which include comparing Fully Insured, Selffunded and Partially Self-funded plans. Understanding the differences of these plans will help to make business decisions of which plan will work best for a group of employees. Information on timeliness of employee communication, what type of communication would be required and how employee changes mid-year will be affected.
2) Cafe Plans and HSAs: This course will give detailed information what is included in the Café Plan rules for Premium Only Plans and FSAs. The rules have changed for FSAs within the past several years, and they can be confusing. The rules discussed will include who can have FSAs, what does it mean to rollover your funds and how does a change in status affect eligibility. As for HSAs, we will go into detail of who can have them, what procedures need to be in place for employee contributions and what are the rules about employer contributions.
3) HRAs and How They Can Be a Financially Efficient Plan: This course wil give the student insight about how HRAs cna create a financially efficient plan that will give employees better benefit options. We will discuss ow they work with the health plans along with FSAs and HSAs. Understanding the plan costs and doing actual analysis projects will give the student a full understanding of the cost of benefit programs and the positive impact they can have on reducing out of pocket costs to employees.
4) COBRA and State Continuation Rules: This course will give the student up to date information on the types of notices that are required and when they need to be communicated to participants. The student will also learn the details about what benefits are subject to continuation including how FSAs, HSAs and HRAs are affected. Discussion fo timely notifications to the insurance plans and how premiums are affected will also be discussed within the segment for procedures and documents.
5) DOL, CMS and IRS Reporting and Plan Documents: This course will outline reporting requirements to the government agencies and what disclosures are to be distributed to employees. Discussion about what types of plan documents for benefits are required. Suggestions for putting together employee information and the timeliness will be offered to help students keep ther recordkeeping procedures up to date. To receive the CEBP designation, you will need to complete all 5 classes. Once you have completed the classes, you will need to pass an exam with a score of 70% or higher. We have an appreciation for busy schedules which is why we schedule the courses to be only 2 hours each. For BCT members the courses could be offered by you as a sponsor. As a sponsor, you are increasing the value of your presence as a benefits consultant to your employer clients with this valuable resource that will be available to your clients. As you have been building your business with the valuable information from the CBC and ACBC courses, we can now help your clients understand their roles with benefit communications which will enhance the services you already provide. The courses will be done in 2 five hour classes and you will be able to advertise your services within the courses. If you sponsor 10 or more students who complete the courses you will receive a 15% discount on your next CBC or ACBC refresher courses. The classes are scheduled monthly via webinar format.
